Project goal

The general objective of the Project is to improve the quality of the services rendered by the police officials of the Bulgarian Ministry of Interior

This will be done by creating possibilities for a transparent and fair working environment and by motivating them to work in a way which is satisfactory to them and to citizens. This general aim is meant to be achieved through several basic objectives to be accomplished under the Project. A new police professional career will be established to allow candidates to access the Ministry according to their capacities and merits and to work as policemen in conditions of professionalism, objectivity, fair rules and decent remuneration. Police officials shall perform their duties according to previously defined collective and individual objectives which will allow a realistic evaluation of their professional performance on the basis of measurable indicators. Viable management and monitoring of their professional development will be secured through an integrated automated information system. The training in special police techniques will be integrated into the professional career system to enable policemen to more effectively execute their obligations. This new conception on police human resources will be managed by an enhanced and specifically prepared Human Resources Directorate. Additionally, a new conception will be developed for improving the internal corporative relations and the public relations of the Ministry with the media and the citizens. All this would give society better services by a motivated and a more open Police.

The objectives achievement will be reached through the implementation of various Components. The tools for the implementation of each Component are the Activities under the Project. A total of 35 activities will be accomplished under the Project jointly by the Bulgarian Working Groups and the Spanish experts.
